Plan the invitations
For every submission the planner takes the 150 closest experts who meet the role's bar and have no authorship or recent co-authorship with its authors, keeping only strong ones (fit 99 or more).
It then picks experts one at a time: each takes up to their load of papers where they fit best, favouring the papers covered least so far, until every paper has enough invitations.
Invitations per paper = people per paper ÷ expected acceptance, rounded up. Current pool members count toward coverage unless you plan from scratch.
Area chairs are planned after reviewers and never overlap with them.
